Lori Black is a major animal rights activist...ASPCA volunteer and supporter.
For some reason that cat liked being held up by its tail.
A federal offense would be so in any state....not just California.
They had some other cats when they lived in S.F. but they likely got eaten by immigrants, as is typical there.
Has anyone ever seen a stray cat in S.F.? Dogs are hard to come across as well.

i have never done that to a cat though, it's a pretty big cat too so i'm sure it's plenty more dangerous to attempt
is it possible to dislocate the tail?  it's an extension of the spine so i don't know if it could but maybe it can.
the cat doesn't seem to be freaking out in the pic, so perhaps she's done it before
