COD is a noise set, they played with samplers/toys/wah pedal/anything electronical in the building for 54 minutes then went into the melvins song eye flys. noiseland arcarde is a band made of buzz and adam (I don't know if anyone else joined them) , they played a few clubs on tools offdates during there 98 tour. also check http://www.tooldiscography.com for more information on buzz and adams interaction. it was said to have been written, i'm going to email blair on the slim chance he'll email back, well till then listen to COD and have a merry christmas
