In a couple of interviews promoting the album he's said he's not sure if or when there will be another 1983 album. So it seems that the line in the liner notes that he wrote about working on the next one was more of an artistic touch to mention than an actual reality.

There's probably a few things that didn't make the cut on this record that could be the base for another future release if they can make it happen.

At least that's my guess.
