Well I took the liberty of reviewing Stoner Witch and think there are three possible cymbal sounds that the author of the thread is talking about. I made some clips of 3 songs... Skweetis, At The Stake, and Lividity.

Chill, - go to this myspace page and listen to the clips and tell me if I found the cymbal sound you're talking about.

klump

thats different cymbals.

its a high hat with effetcs, a ribbon crasher and a china.

Ive seen dale playing something that looks like splash attached on top of a crash (watch vilar demours)
and this has that sound you describe, and its less "belly" than the ribbon crasher.

I am not a drummer.

Chief Ten Beers

The Rhythm Tech "Pete Englehart" designed ribbon crasher is awesome. I picked up the larger of the two models (15") on ebay last year for $25. They're usually listed at around $50 at chain stores & drum outlets.

razorblader

It is a ribbon crasher.  I got one on my kit, and I can duplicate that sound, even though I'm really a bass player.

CaptainPungent

what's the damn thing that dale has on his bass drum?
it's like sheet metal, but is it made and sold?

the ribbon crasher! theres a picture of it a couple posts up.
its made by rhythm tech and it goes for about 40-50 bucks.... you can order it from the same place you buy percussion stuff.
if thats what your talking about.

CaptainPungent

i'm buying it.
on my kit i drill holes through metal things and put 'em up and try it out.
